Costilla County Land Use Administrator

Job Summery:
Administers the County's Planning & Zoning Department.
Work involves planning, organizing and directing the functions, operations and services of the department providing central planning and zoning services. Responsibilities include administering the County's land use regulations, implementing the County's planning, regulatory and environmental policies, developing alternatives for consideration by elected and appointed officials, and serving as liaison between the County, and other units of government and the public. Assignments are expressed in terms of program and service objectives. Work involves performing difficult and complex planning studies in land use planning, zoning, subdivision reviews, and other areas of the department. Work requires application of professional planning principles to situations where issues are difficult to resolve due to lack of precedent or conflicting objectives, requiring considerable skill to develop feasible plans and recommendations. Essential Job Functions:
Plans, directs, controls and coordinates work programs of the department: prepares written recommendation and attends meeting to explain and present findings. Plans and uses resources, prepares budget, negotiates contracts and approves expenditures. Researchers and reviews subdivision plans and proposals: prepares and writes draft resolutions. Researchers new and difficult zoning issues and recommends appropriate regulatory rules or concepts: drafts zoning regulations. Other duties:
Serves on task forces, work groups and committees as working member, resource and leader.
